William Cooper was born on May 6, 1943, in Long Beach, California, United States to parents Milton V. Cooper and Dovie Nell Woodside Cooper. His father was an Air Force Lieutenant Colonel. There is little known about his educational qualifications and family background.


William Cooper vowed that “he would not be taken alive” and evaded himself several years from the execution of the 1998 arrest warrant. On November 5, 2001, police attempted to arrest him and during exchanging gunfire, he was fatally shot and killed.
